No, not all children go to heaven. When a child reaches the age of understanding, whatever age that may be for an individual child, they are held accountable. Sad to say, some children are wicked & wilful at an earlier age than others. God knows the heart!

From this Hadith we learn that every child is born Muslim, so according to it, if a child dies before reaching the age of understanding, then he should be granted entry into Paradise. Hafiz Ibn Hajar, one of the leading Hadith Scholars of all tme is inclined towards this view.

Babies and young children who die go the heaven through the grace and righteous judgment of God. The Bible is clear that those who are not fully capable of making moral choices are declared to be innocent, and, therefore, worthy of heaven. The Bible does not mention any kind of "age of accountability," but bases accountability on the basis of the ability to make moral choices.
