During cold weather conditions the wet-ability is reduced as the adhesive loses flexibility and becomes hard and brittle which impacts the bond strength of the adhesive. If the temperature of the surface you are bonding, or if the adhesive temperature is less than 15°C, we recommends using an adhesive tape exclusively designed to handle low temperature bonding .

For cold weather applications down to – 18°C, Scotch 88 tape is recommended. Electricians should use a minimum of two half-lapped layers of 3M vinyl tape to insulate and jacket low-voltage cables, cable sheaths and electrical components. A half-lap consists of overlaying each turn by one-half the width of the tape.

Start with a google search for "cold weather tape" including the quotes for find tapes that are specifically meant for this use. Problems associated with taping in cold weather: The tape sticks too well to itself, and is difficult to get off the roll. The tape doesn't stick to much of anything including itself, once peeled free.
