CBD that's derived from marijuana plants is currently illegal on the federal level. Since any product containing CBD oil could contain some amount of THC, and giving THC to children is illegal, the legality of giving CBD oil to children remains a gray area.

If the parent or caregiver has a reasonable suspicion that the child accidentally ingested products containing cannabis, the child should be taken to a physician or emergency department ...

Meanwhile, the State of Ohio Board of Pharmacy released a FAQ stating that recreational CBD products were still illegal, as they are still defined as marijuana under Section 3719.01 of the Ohio Revised Code and were considered illegal at a federal level. However, this was issued before the 2018 Farm Bill was passed, so it may be safe to assume the CBD sourced from hemp, as well as medical CBD, is now legal in the state of Ohio.
