15-30 children

But the "most prolific mother ever," according to Guinness World Records, was Mrs. Feodor Vassilyev in 19th century Russia.

Some women can’t give birth vaginally at all and need C-Sections. If they do then the maximum number of births allowed may well be 3-4 due to complications caused by scarring. Some women may be able to give birth to 20–30 children from 15–45 but due to the toll that takes on the woman’s body I doubt many of them would survive into adulthood.
